Profile

Dr. Chung was called to the Hong Kong Bar in 2024 and started commencing his full practice after completing his pupillage with Messrs. Erik Shum, Victor Gidwani, Conrad Wan, and Oliver Davies. He has developed his mixed practice both in civil and criminal law.

Prior to joining the Bar, Dr. Chung had been working as an investigating officer of the Operations Department of the Independent Commission Against Corruption (ICAC) for 13 years. At the material time, his major area was in criminal law, in particular, white-collar crimes such as corruption, commercial crimes, market manipulation, insider dealing, money laundering, fraud, and deception. Having completed his pupillage with Mr. Oliver Davies, Dr. Chung has also developed his interests and gained tremendous practical experience in dealing with other criminal law such as murder, rape, indecent assault, trafficking of dangerous drugs, and so on.   

In addition to criminal law, Dr. Chung was also interested in public law such as constitutional and administrative laws, as well as human rights. When Dr. Chung left the ICAC and became a lecturer in Chinese University of Hong Kong and subsequently City University of Hong Kong (CityU), as well as a dissertation supervisor in an LLM programme (International and Commercial Law) jointly run by Greenwich University, UK, and Hong Kong Management Association, he also enrolled in a doctoral programme, namely, Doctor of Juridical Science (JSD), in CityU. After his graduation, Dr. Chung’s doctoral thesis was revised and published as a book in early December 2020, whose name was called “The Concept of Proportionality in Public Law”. This book was nominated for the 4th book annual prize competition organised by the International Society of Public Law in 2021, and its review was also published in Asia Pacific Law Review in September 2022.     

As far as Dr. Chung’s civil practice is concerned, after completing his pupillage with Messrs. Erik Shum, Victor Gidwani, and Conrad Wan, Dr. Chung has also developed his civil practice, with particular focus on commercial law and company law. His civil practice also specialises on equity & trusts, probate and administration, contract law, employment law, matrimonial matters, land law, commercial fraud, and personal injuries.
